The County council of Narok also known as Narok County Council, is a local Authority established under the Local Government Act Cap. 265 Laws of Kenya. The County Council also stated as a Local Native Council (LNC) and subsequently became an African District Council (ADC), which covered part of Maasai land during the colonial period. After independence, it was renamed Narok County Council. Later Narok Town council was formed and was carved out of the council to cover the area around Narok Town. Transmara County Council was also carved out of it at the onset of the establishment of Transmara District.
STRUCTURE AND ORGANIZATION OF COUNTY COUNCIL OF NAROK
The Administrative structure of Narok County Council is divided into the Policy Arm and the Management/ Administrative Arm. The Chairman of the council heads the policy Arm and the country Clerk heads the Administrative /Executive Arm.
The policy Arm functions through committees that make council policies, which get validated by the (full)council. The following committees were appointed by the council to address related policy areas.
The Finance ,Staff and General Purpose Committee.
The Town Planning and Plot allocation Committee.
The Game and Veterinary Committee.
The Forest and Environmental Committee.
The Education and Social Services Committee.
The departmentalization tends to vary from one administrative regime to the other.each of the departments is responsible to a specific committee. They are varied in size, the largest being the game and community development departments. By 2004, the council had an establishment of 1,050, of which 777 were in post. Both the establishment and the reported strength showed a bottom heavy structure with little supervisory provision. This raises the need for rationalization, which the council is ready considering.
COUNCIL MANDATE
Narok County Council is charged with the responsibilities of socio-economic development and provision of a framework for local administration and governance. the council departments and programs are designated to offer services that support these responsibilities. The main areas include, Livestock Development, Forestry, Management of the Mara Game Reserve, Markets, Community Development (predominantly Educational Services) and infrastructural development.
WORKFORCE AND RENUMERATION
Currently, the County Council of Narok has an active workforce of 1,023 employees in different capacities and on permanent basis, with an approximate monthly payroll budget of Kshs 24,000,000 (Twenty four million).
